TIL: you can ride cloud serpents underwater without Cloud Serpent Riding

You can now use the cloud serpent mounts underwarter without cloud serpent flying, as long as you're underwater and the breath bar comes up you can mount it with/without the cloud serpent riding skill.

I think there are a lot of mounts you can get on in the water even if you don't have the proper skill yet. Like Time Lost Proto when you don't have flying yet.
