It requires the hunter to have a friend with him. The friend (NOT THE HUNTER) has to get the quest "Sowing a Solution" from Muyoh (there are a few quests before this in the chain, I believe).
In order to get the "fire pet" you must tame one of the raptors Deviate Terrortooth,
and have your friend use the quest item provided on the raptor right at the time when the taming cast is at 2 seconds.
If done properly the raptor will explode and, when revived, will be a simple flame patch on the ground.
Note: The pet will show up as a raptor on the login screen, but it will not disappear.
