First of all you need a "Key to the Palace of Lei Shen" which drops in 80% from one of the bosses of weekly quest "Champions of the Thunder King" or from any rare monster on "Isle of Thunder". Key gives you an acess to scenario and one run is enough to get a cap of charms.
