The quest is shadows awaken.
Literally all I have done since I encountered this was to kill the elite. gives me 18k with rested. encounter takes about 45 seconds from start of talking to killing.
Just drop the quest and re pick it up. The npc will respawn with the quest. Also drops greens blues and vendor trash.
I have done all of 91-92 in about 25 minutes.
Good way to get out of the starter zone without running everywhere for the spaced out quests.
