3 months ago shortly after the announcement of Legion and the Transmog Wardrobe I made a post speculating about the increase in value of rare shirts, in a recent alpha build one of my predictions came true and nearly all shirts are now green quality and 'binds when equiped':
Here is a list of all shirts on Wowhead's Legion page, you can see there is only one shirt that seems to have been missed. You can compare using the red "Legion Live" button at the top right of the page.
This is the list of shirts that were made unobtainable with the Cataclysm pre-patch over 5 years ago. These are quite rare and expensive and unique models. Check your old alts and banks to see if you have any, all characters began with these shirts but it was very common to replace them.
Next is a list of rare drop recipes that craft shirts.
These shirts are rare drops.
While this is a tabard and not a shirt I believe it is still worth mentioning, it is not clear how it will work though. I think they said something along the lines of you need to still equip it and have it on your character for the use effect but the look may still be account wide.

- Red Shirt - While VERY rare, this shirt is the exact same model and color of a cheap crafted shirt. This would only be desired by collectors who want to have the red shirt of the red shirt guy.
