This is a build I developed for Blood DK that PUSHES out runic power and spends it on conversion.

Rotation is the same as normal blood just with chains of ice instead of icy touch.
Priority stats are haste, multistrike and versatility
haste for faster attacks and skills for more runic power(faster attacks funneling into multistrikes that funnel into to more runic power)
mutistrikes provides more runic power through auto attacks.
versatility provides more effective conversion through healing and less damage taken.
and necrotic plague offers even more runic power per mob infected.
